HIRING "FREEZE" DOES NOT APPLY TO THE RURAL CRAFT

The following quote from an article by Dan Friedman of CongressDaily is causing concern and generating several calls to the National Office.
"A freeze on all organizational structure changes is effective immediately," USPS Chief Human Resources Officer Anthony Vegliante wrote in a Wednesday memorandum to agency officials. "The freeze includes position upgrades, additions to complement, position neutral exchanges, and requests for new positions."

We have spoken with postal officials and have been assured that the “freeze” absolutely does not apply to the rural craft. If there are any instances where carriers are being told that rural craft positions are not being filled because of the hiring freeze, please contact your State Steward so they can address the issue.

FINAL NOTIFICATION OF REVISIONS TO HANDBOOK PO-603

On June 16, 2008, the NRLCA was given final notification by the Postal Service that it intends to implement changes to Sections 535 and 541 of Handbook PO-603, Rural Carrier Duties and Responsibilities. In addition the Postal Service also plans to unilaterally implement a standardized DPS Letter Mail Formal Review Procedure effective June 28, 2008.

In accordance with Article 19.3 of the National Agreement, the NRLCA will submit the issue to arbitration. Further, the National Board is in the process of evaluating other options that may also be available to challenge the aforementioned implementations.

FORM 3227-R, STAMP PURCHASE ORDER (RURAL) UPDATE

There have been some questions from the field regarding the availability of the new Form 3227-R, Stamp Purchase order (Rural), revised to reflect the new stamp purchase rates effective with the May rate change. 

Postal Headquarters has confirmed that Form 3227-R, dated May 2008, which was revised to reflect the rate change, is available and can be ordered by local management utilizing   PSN: 7530-01-000-9885

New Campaign and Improved Tools Target Unscheduled Absences

A new campaign has been developed to reduce unscheduled absences not protected by the Family Medical Leave Act — a problem that has resulted in operations disruptions and cost increases for the Postal Service™. 
Three kits urging employ
­ees to bank sick leave and protect their futures will be dis­tributed to postal facilities around the country on March 24, May 29, and October 16. Each kit will contain an animated DVD, a 9 inch by 12 inch poster, and a standup talk. 
A DVD featuring personal stories from real employees
about the benefits of saving sick leave will be distributed on May 29 as well.
A new screensaver featuring the same messages also
will run on all USPS® ACE computers from April 21 to May 4.

Leave Management Enhancements

Currently, managers and supervisors use two tools to identify, track, and address the root causes of unscheduled absences:

bulleteRMS, the enterprise Resource Management Sys­tem that automates and standardizes processing for all leave requests.
bulletTACS, the Time and Attendance Collection System to manage leave and record clock rings.

New software will merge ERMS and TACS, creating a more effective tool to pinpoint recurring patterns of unscheduled absences. Every area in the country will have the new tool by the end of May.
